Regal Heights Residents’ Association Executive Meeting Tuesday February 16, 2010

  1. Heritage/History
    Clovis John Brooks Lane - dedication ceremony recommendations will be prepared by committee of Brent and David R. and discussed at the next executive meeting.


  2. Street Beautification
    Litter and Graffiti – graffiti has been cleaned at the Springmount steps, on OCI walls and on the gray post box at Northcliffe and Rosemount (thanks to the anonymous cleaner of this box). The graffiti & litter in the laneway south of St. Clair between Lauder and Northcliffe will be dealt with by Municipal Licencing & Standards Dept. when we give Councillor Palacio the exact addresses of the problem sites. It was agreed that a notice should go out to the RHRA e-mail list requesting help from residents in removing old flyers from poles on their street.

    Budget – Street beautification spent $298. This past year on the purchase of shrubs, soil and plants for the various gardens. Florence’s request for $300 for the upcoming year was approved.

    Water supplies at Rosemount and Springmount gardens – John K is continuing to seek cost estimates.

    Compost location for 2010- we have requested that the compost pick-up location this year be in the south-west corner of the OCI parking lot.


  3. Postal Outlet correspondence – Dick has sent a letter to Canada Post (copy to MP Silva) requesting a postal outlet in the Dufferin / St. Clair vicinity. The letter was sent on January 23. No response has been received.


  4. Police Meeting February 4th – report from Rosa who attends the meetings on behalf of RHRA:
    • There is a decline in auto thefts in this area, but an increase in break and enter crimes.
    • Thefts from students e.g.; of ipods & GPS units have been increasing. One person has been arrested in the Bathurst/St. Clair area for committing these crimes.
    • Clients of the St. Clair/Dufferin area methadone clinics have been causing loitering problems in various locations e.g. the library & storefronts. Any disturbance incidents should be reported to the police; the more complaints received, the more attention will be given by police.
    • Residents are encouraged to join the police autodialler program to be informed of community policing matters. Registration can be made at TPSlinks@torontopolice.on.ca
    • Police wish to remind the community that the fine for driving while using non-handsfree devices is $155.
    • Problems of illegal stopping or parking at school fire routes (i.e.; driveways) when picking up and dropping off children will warrant a $360 fine.


  5. Community Welcome Project – a “welcome package” has been delivered to new residents at 61 Regal Road. Other packages will be delivered to new residents as we learn of their arrival.


  6. Planning/Zoning/Construction
    1. Mt Royal Parkette and Bump-out - Amy, Stephanie, Mike Hindle and Mike’s assistant met at the parkette on Feb 11 to discuss plans for the parkette and bump-out. The three planters in the bump-out will be relocated to the parkette, the mailbox location will be adjusted to make room for the planters, shrubbery will be planted south of the west stairs of the parkette, and railings will be installed on the west stairs. At the bump-out, the pavers will be removed, and boulders, topsoil and mulch will be installed prior to planting the gardens. Dick will submit a request to Councillor Palacio’s office that the bump-out be made officially part of the Mt. Royal Parkette.
    2. St. Clair ROW – since the streetcars have resumed running in December, there have been 9 collisions between cars and streetcars. This is similar to the confusion seen the first year after the completion of the ROW on Spadina Ave.
    3. St. Clair street trees – the broken tree branches and uneven tiles at the bases of many of the newly planted trees on St. Clair between Winona and Westmount have yet to be included in the “clean-up” list for the ROW construction. Stephanie will follow up.
    4. Garrison Creek Markers – Dick is working on the list of locations where markers need to be replaced or repaired.


  7. Event & Projects Schedule
    • March : Mt. Royal Parkette and Bump-out Public meeting end of March; Daffodil Hill Clean-up tentative date March 28; Earth-hour March 27th at 8:30 pm;
    • April: Earth Day April 22; Mayor’s Clean-up Day Sat April 24th, John K will be asked to co-ordinate.
    • May: John Brooks Lane ceremony: date to be decided; Regal Rd School Spring Fair: date to be determined.
    • June: RHRA Street sale tentative date June 19th
    • July: Canada Day Parade Thursday July 1st


  8. Membership and Finances
    • Membership – 67 families paid-up; 8 have paid in advance for the 2010/2011 year.

  9. Other
    • Wychwood Open Door fundraiser Feb 6 – was lots of fun. There were 40 tables in total ; CBC’s Kevin Sylvester was the emcee.
    • Draft Zoning By-law – the City is preparing a new Zoning By-law to harmonize the zoning by-laws of the former municipalities of Scarborough, East York, Toronto, North York, York, & Etobicoke. 27 residents’ associations in North Toronto (FoNTRA) are objecting to parts of the current Draft By-law. They believe it threatens the integrity of their neighbourhoods because it would allow intensification of stable low-density areas. It was agreed that RHRA should stay in close touch with this matter. Peter Norman will be asked to follow-up.
    • GE Site, zoning – a letter received from the City Clerk notifies RHRA that the proposed development of a public park and townhouses in the GE Site redevelopment (at the southwest corner of Davenport and Landsdowne) has been approved by City Council.
    • Cell phone transmitters at Regal Rd. Apartments – a number of communications companies have recently installed cell-phone transmitters on the roof of Regal Road Apartments at 2 Regal Road. Some residents of the apartments are concerned that the electro-magnetic waves emanating from the transmitters may be harmful to their health. They have arranged with a representative of Industry Canada to visit the site and determine if the intensity of the waves may be higher than permitted standards.
      The meeting agreed that this could be a serious matter for the community as well as the apartment residents, and that this matter should be followed closely.
    • Library hours – the Dufferin/St Clair library is now closed on Sundays. It was agreed that RHRA should write a letter to City Council objecting to the reduction of library hours.
