
Regal Heights Residents’ Association Executive Meeting
February 17, 2009 at Oakwood Collegiate C.I.

- Street Beautification
- Graffiti – most mailboxes have been cleaned of graffiti. Mike suggested applying to Toronto Clean and Beautiful for a grant to have the Bell boxes painted with murals to deter graffiti. Florence to supply list of potential boxes. Transit shelters at Oakwood and Highview have problems with scratchitti and a broken pane. Mike to follow-up.
- Street Litter – the melting snow is revealing a lot of litter on the streets. People are encouraged to pick up stray bits from around their homes. Mike will look into when the street sweepers will recommence. He will also look into having the large pot-hole repaired at the corner of Oakwood and St Clair.
- Tree Trimming on Springmount – Florence has written a letter to City’s Wilf De Hahn to request a meeting on site to discuss trees in the Springmount Gardens that need pruning. Mike will assist in the follow-up.
- Planning / Zoning / Construction
- St. Clair Avenue Study: public meetings Feb 16th & 17th – following these meetings planning staff will prepare a report for submission to the Planning and Growth Management Committee and a public statutory meeting will most likely be held at City Hall this Spring. Proposed changes in the zoning bylaws would permit 7-storey buildings on the north side of St. Clair and 9-storey buildings on the south side. Some members feel that people may not realize the implications of this change until actual construction begins.
- Mt. Royal bump-out – Amy reported that plans are to have the interlocking bricks and asphalt removed from the bump-out and replaced with greenery and gardens over this spring and summer. The three trees on the site look unhealthy and need to be attended to. Amy's committee is also interested in trying to have some public art installed on the bump-out.
- Naming of Lanes policy – a list of City criteria for name selection and the procedure involved in naming lanes was circulated and discussed.
- Zero footprint re: skinning of buildings – a letter from Zerofootprint to determine our interest in taking part in a "greening" project was discussed. No interest was expressed by those present in pursuing this as a group.
- Geometra request to meet RHRA – this request to discuss green initiatives was perceived as a business promotion; it was agreed that we do not wish to meet Geometra on this matter.
- Community Consultation Meetings on amending the Official Plan to conform with the Province’s “Growth Plan for the Greater Golden Horseshoe” – no one expressed interest in attending the meetings.
- St. Clair ROW – David Keith reported on the progress of the ROW. Watermain construction in our area that was to have been completed by December will recommence as the weather permits. Reconstruction of the streets to build the ROW will start in April. Once construction recommences the weekly meetings to discuss day to day operational details will also recommence. David attends those meetings and has kindly agreed to act as a liaison and report at each RHRA meeting. The Oakwood bus shelter has space for a historical poster. Perhaps RHRA could produce something using historical information about the area.
- Communications
- Bulletin Board / Information Board – Mt Royal Parkette may be a good place to have an information board. Beth has agreed to post RHRA meeting minutes and notices on the Dufferin-St. Clair Library community information board.
- E-mail policy re fundraising information – Dick is drafting a policy to define what fundraising information will be accepted in RHRA Communications e-mails.
- Snow Clearing
- Results of our letter of January 22 to Councillor Palacio – the letter was well received. Many thanks to Councillor Palacio who managed to secure snow removal for the Regal Heights area. The streets are much safer now.
- Membership and Finances
- Memberships – there are currently 74 paid-up families in our membership.
- Finances : Current balances are: Operations Account - $1075; Heritage Fund - $1145; Bump- out Fund (in trust) - $1500; petty cash $68.
- RHRA Meetings
- Policies - pursuant to the items agreed in item 7a of the January meeting, Dick presented the following for discussion:

Dates and Locations of Meetings in a Public Place: agreement-in-principle has been reached to hold four meetings in Oakwood Collegiate in the 2009-2010 season ( October, January, March, May). Actual dates will be agreed with Principal Gonsalves in Sept. 2009.
- Notice of Meetings: a draft agenda will be sent to the Executive Committee prior to each meeting as at present; a notice of meeting with agenda highlights will be sent by RHRA Communications to the entire RHRA e-mail list prior to each meeting in a public facility.
- Motions: the meeting chairman will ensure that complex motions are made in writing.
- Constitution/Policies /Procedures: a constitution will not be prepared, but policies and procedures will continue to be prepared to deal with problem issues as they arise. The meeting adopted the above four items as guidelines for the on-going work of RHRA.
- Next Meeting: Tuesday March 24, 7 pm at Peter Norman's, 130 Westmount.
- Other
- RHRA tree-planting in memory of Charles Caccia – Florence has obtained permission to plant a tree on the front lawn of Regal Road School on Earth Day in April. She is seeking assistance in obtaining a Freeman Maple. Amy
and Mike Foderick offered to assist. The meeting agreed to support this initiative.
- Lane-naming/tree planting in memory of John Brooks - Brent will discuss this suggestion with Mrs Brooks and report at the next meeting.
- Caroline Ingvaldsen - the meeting agreed that a letter should be written to the Toronto Public Library expressing appreciation of the work of Ms.Ingvaldsen, and that we are looking forward to her early return as Branch Head. Beth and Dick will prepare the letter.
