Meeting Minutes March 16, 2004 at Watts', 57 Regal Road.
Present: Tony Bolla, Jerri Brodie, Linda deGeorgio, Mike Hussey, Maya Litman, Brian MacConnell, Beth Marcilio, David Raymont, Dick Watts, Florence Watts.
- City Playgrounds.
Tony Bolla introduced Maya Litman, a concerned mother who works with children. Maya believes that the play equipment recently removed from school and City playgrounds was unnecessarily removed and in many locations replaced with inferior and less challenging equipment.
Maya asked if we had any ideas on how she might raise public interest in this problem. We gave her the name of an investigative journalist who has knowledge of this issue and who might take up her cause.
- Heritage/History
- Library Murals
No word has been received from the Library Board about the restoration contract. Beth will ask David Self to write a letter to the Library requesting action.
- Regal Road School Portico
On Feb.26, Dick Watts and Harry Lay met a structural engineer and an architect from the Board of Education at the site. They reviewed the requirements for repairing the portico. The Board reps. agreed to find contractors capable of doing the work, to get cost estimates and report back to Harry Lay. The Board reps. noted that this item is very low on their list of priorities. Dick suggested that raising part of the cost from the community might improve the priority level.
- Street Beautification.
- Stop Ahead Sign on Regal near Oakwood.
With the kind assistance of Annette Racco in Councillor Palacio's office, the sign has been removed.
- Sidewalk Repairs and Litter Container at Davenport/Dufferin
On March 10, Dick and Florence met with Mike Foderick (assistant to
Councillor Palacio) at the site. Mike is investigating getting the sidewalk repaired and a litter container installed at the site.
- Landscape Improvements and Tree Trimming
On March 11, Dick and John Keating visited some locations in the area with Mark Procunier, City Forester and Mike Noordover, forestry foreman, to follow up on projects that had been discussed with Mark last fall. The following points were agreed:
- a long range landscaping plan wiil be developed for Glenholme and
Springmount steps. Mark will initiate discussions with Parks, Forestry and
Public Works in preparation for a meeting with RHRA reps.
- temporary tree-trimming and brush-trimming will be done by Mike before
the leaves come out.
- Dick will discuss the trimming with abutting home-owners.
- Mike will trim trees on the west side of Springmount which are interfering
with the growth of new trees planted in the boulevard. Mark will arrange
for consultation with affected homeowners on Glenholme.
- trees recently removed from Oakwood and Rosemount Avenues will
eventually be replaced by the City.
- Materials and Budget for Planting
Florence will notify the Association by E-Mail when planting needs to be done. She was granted up to $150 to replace worn out half-barrels if she can't get them donated.
- Planters on St. Clair West
Florence suggested they should be grouped at various locations where they would be easier to maintain. She will prepare a recommended plan for the next meeting.
- Daffodil Hill Clean-Up
The hill needs to be cleared of litter and brush. When the weather forecast is better, volunteers will be called for.
- Graffiti clean up.
Graffiti needs to be removed from several mail and litter boxes in the community
It can be cleaned off with laquer thinner. Dick asked for volunteers to adopt a box to keep it graffiti free. Jeri Brodie volunteered to adopt the box at Lauder & Northcliffe.
- St. Clair Transit Study.
- Revised Work Schedule.
Dick presented the recently revised schedule of meeting dates from now to the end of May when the EA Study Team will present their recommended design concepts for future public transit on St.Clair.
- Mike Hussey Survey.
Mike received only 50% replies to his survey. He will reformulate it and have it ready for wider use in a few days.
- SWRC letter to Mayor Miller.
A letter to the Mayor outlining SWRC's concerns about lack of public input to deciding on the preferred options for future transit on St.Clair will be sent to the mayor in a few days. A copy will be sent to Dick to consider whether RHRA would like to endorse the thrust of the letter.
- RHRA Exec. Positions on EA study.
Dick asked what approach the Exec. wants to take to the EA Study at this time. If we had a public meeting on the subject what time would be most beneficial? It was agreed that this was hard to determine because all the options were not known.
David Raymont suggested that Mike Hussey's questionnaire was a
good jumping off point.
About twenty groups will be invited to send delegates to the next Workshop on March 30 to evaluate the options. The delegates will meet beforehand to discuss ways of achieving consensus. Dick said the opinion of the delegates was never really asked for and that he, personally has declined to give his opinion, mainly because he is Chairman of RHRA, and RHRA has no agreed position on preferred options.
Dick now wishes to have the freedom to make clear his position on preferred options at such times and places as he deems appropriate. He is strongly opposed to a fully dedicated TTC right of way. He would accept street car priority under peak period conditions; he is opposed to sidewalk narrowing and tree removal. As long as there are street car tracks, he believes the debate will go
on about the dedicated right of way so he believes the bus option should not be totally removed from the table.
He asked if he should resign as Chairman in order to have the freedom to speak out. It was agreed that he need not resign provided he makes it clear that his opinions on preferred options are his opinions and not those of RHRA.
Dick encouraged the Exec. to attend the Public Meetings, to become fully informed and get ready to stand up for an option. Otherwise the choice will be made for them by others.
There was discussion about the importance of revitalizing the businesses along St, Clair and there were concerns about the safety of the TTC and the loading platforms if the tracks were not in a dedicated right-of way.

- Oakwood Collegiate Gardens
Florence reported that the tulips and daffodils planted by the students last fall were already up.
- Alpine Roofing Signs on Fences at Regal Road School
Jeri Brodie has called Alpine re removal of the signs.
- Treasurer's Report
Linda reported that the account balance remains at $1168.36.
- RHRA Annual Meeting
It was agreed that it may be desireable to hold an RHRA General Meeting
shortly after the EA Public Meeting on April 15 when the Preferred Alternative for St.Clair public transit is announced ; Oakwood Collegiate would be the best location. Tony Bolla, Mike Hussey, John Keating and Dick will try to sort this out and apply for Oakwood Collegiate as they may decide.
- Other Items
- St. Clair West Capital Projects Study, Open House, March 24 at JJP Centre, 7 to 9 pm.
Architectural and transportation consultants have been retained by the City to identify potential locations for major improvements to St.Clair Avenue from Glenholme Ave. to Keele St. Preliminary plans will be shown on March 24 at JJP. The consultants will be there to answer questions.
A preliminary plan for partially underground parking at Northcliffe and Lauder will be on display, space above the parking lot could be used by the community as a piazetta.
- Community Council Boundaries.
There was no news on this item, Dick will contact Mike Foderick for an update.
- Police Meetings
13 Division Police continue to meet regularly with community members on the first Thursday of each month in Oakwood Collegiate cafeteria, 7 pm. If you have a concern with public safety, vandalism, break-ins, traffic etc. please attend these meetings.
- Garrison Creek Markers.
The Garrison Creek markers at St. Clair and Lauder are becoming dislodged.
The City is contacting the contractor regarding the problem.
- St.Clair West BIA, Sunflower Festival, Sat. June 11.
There will be more involvement this year by other local groups and there will be parking at Oakwood
Collegiate.
Next Meeting: possibly a Public Meeting at Oakwood Collegiate, April 20, 2004. Watch for further announcements.
