Regal Heights Residents’ Association Annual Meeting minutes – Tuesday September 21, 2004

  • Heritage & History
    1. Library murals – a reception will be held at the Dufferin/St. Clair library on Tuesday September 28th at 7:30 pm to inaugurate the recently restored mural painted by George Reid. All are welcome to attend. This marks the completion of phase I of the restoration, although the mural is in need of better illumination. Sample testing to restore the Doris McCarthy mural proved that restoration would be extremely expensive. As a result, phase II may not be feasible. It was suggested that the $305 held in trust in our RHRA account for restoration fund-raising might be put towards the cost of illuminating the George Reid mural. Thanks to David Self and John Mc McCauley for their tremendous efforts in bringing the restoration to this point.
    2. Regal Road School portico – no communication has been received from the school architects regarding the school portico restoration.
    3. Garrison Creek – over the summer, the Parks and Recreation department has obtained and installed large stones at Mt Royal Parkette and on Humewood Ave. near the headwaters of the creek. A Garrison Creek plaque has been fixed to the rock in the parkette by Regal Heights members. In the near future we will attach a similar plaque to the Humewood stone.


  • Street Beautification
    1. Gardens & garden signs – The Rosemount gardens have been awarded third prize by the Toronto West division of community gardens. A reception will be held at The Old Mill on October 14th ; Wendy Fletcher will attend on behalf of RHRA. Thanks to Wendy and Gord for their many hours of TLC put into that garden as well as all those who have made donations towards the development of the garden. A plaque will be made to explain the nature of the gardens and will be installed on the wall above the rosette. The estimated cost is $350.00
    2. Springmount Ave. and Glenholme steps – arrangements with the city for trimming and improvements of the foliage in these areas have gotten lost due to the changes in service area realignments in the city. While we were previously dealing with the forestry department in the Toronto South district, we are now considered to be part of the Toronto West district. Dick has been trying to re-establish communications with help from Councillor Palacio.
    3. Daffodil Hill – volunteers are being called to come out on October 24th at 10 am to help plant more bulbs on Daffodil Hill. In addition to planting daffodil bulbs, Florence is seeking donations of orange day-lilies to include on the hill. Please speak to Florence if you have some to share.
    4. Councillor Palacio tour – Dick is arranging a date with Councillor Palacio to do a walk about of Regal Heights to make him aware of the needs to be addressed in this area. If anyone is interested in joining in on this walk please speak to Dick.
    5. Litter receptacles – Mike Foderick is still looking into the possibility of having a litter receptacle installed by the bus stop at the north-east corner of Dufferin and Davenport.
    6. Graffiti – more volunteers are needed to help keep our area clean of graffiti. Linda D. has agreed to adopt the litter bin by the bus stop at Oakwood and Davenport.


  • St. Clair Transit Study
    A special executive meeting was held on July 28th to decide what further role the RHRA would take on the transit issue. As a result, an open house was held at the Watts’ residence for interested persons to attend to view the proposed TTC plans and be informed as to the different committees in existence to join if interested. On September 13th, eight people from Regal Heights area spoke at the deputations at City Hall to express their thoughts and concerns on the issue. Members from the TTC, Works Committee, and Planning and Transportation Committee were present to hear the deputations. In the end all councillors but Councillor Palacio voted in favour of building a TTC right of way. Further consideration will be given to this matter by City Council at the end of September and by the Ontario Minister of the Environment before the final decision is reached. Construction is proposed to begin in 2005 and end in 2006.

    Future community consultations – On Sept 13, it was agreed that the community would be consulted with regard to proposed urban design, e.g. tree planting, shelter designs. However, this does not include engineering design. Severino Centritto has already expressed concern over the effect that the loss of the TTC stops at Glenholme and Northcliffe will have, especially on seniors who will have to walk further to catch the streetcar. Therefore, it was decided that if an opportunity arises for Regal Heights to be a part of the consultation process, a representative will be chosen to attend.


  • St. Clair West BIA, revitalization
    Tony Bolla is involved in efforts to establish a BIA on St.Clair between Glenholme and Winona. A question was raised as to what Councillor Palacio was doing in regards to revitalization. Discussions revealed that a regular newsletter from Councillor Palacio would be much appreciated. Constituents want to be informed of what Councillor is doing for our neighbourhood, what initiatives he is taking on St Clair revitalization, and what is happening at council meetings. Dick will discuss the possibility of a regular newsletter with Councillor Palacio.


  • Schools
    New principals are in place at both Regal Road and OCI. At OCI the principal is Ms Patsy Agard, the VP Mr William Mak; at Regal Road the principal is Ms Christine Von Aesch, the VP, Ms Kiki Karailiadis. Geri Brodie and Linda D. will be asked if they would continue to be our representatives at the school councils.


  • Special Events
    1. July 1, 2005 Canada Day – Judy and Mike are interested in co-ordinating a potluck supper to be held on Glenholme next July 1st. They are looking into the potential of having the street officially closed to vehicles.
    2. Carol Sing – will be held this year on Friday December 17th.


  • Planning and Zoning
    1. Mount Royal Parkette planning – changes to the parkette made by the city so far have included: the painting of the benches, some new playground equipment and new signs prohibiting dogs in the park. A meeting of local residents with RHRA reps and Park staff is being arranged by Councillor Palacio to discuss other possible improvements.
    2. Street signs – the city works department is in the process of replacing the street signs throughout the city. The possibility of having new street signs, to mark this area as Regal Heights, was discussed and well received by those in attendance. It may be that these special signs are only placed at intersections where a major street meets a side street. A letter will be written asking that special signage be considered for the Regal Heights area.
    3. Rogers communications tower – two 60 to 70-foot telecommunications towers have recently been installed in the district. One is near Alberta and Davenport and visually disturbing to nearby residents. Apparently a municipal permit was not required to erect this tower. Some residents want to start a petition in objection to the tower. Dick and Mike Foderick are working with the residents on the issue.
    4. Regal Heights Bistro – Tony Manteras will soon be opening a new bistro at St. Clair and Lauder. He is hoping to include patio dining sometime in the future after the inside dining gets established and after local residents feel confident that past problems with patios at that location will not recur.
    5. Committee of Adjustment meeting location - Councillor Palacio has requested to have matters relating to our area heard at the York Civic Center instead of at the Burnhamthorpe and Hwy 427 location for a 6-month trial. The request has been agreed to.
    6. 41 Rosemount Ave – An OMB hearing is set for Thursday November 18th.
    7. street renaming – no news to report
    8. 10 Rosemount Ave –an application has been made to construct a front-yard parking pad. This would necessitate the removal of a large Norway Maple. Residents along Rosemount are being polled for their opinion. No requests have been made to RHRA for assistance on this issue.


  • Privacy Policy – has been posted on the website but still needs to be reviewed and accepted by the RHRA executive. It will be reviewed at the October meeting.


  • Finances and Membership – we currently have a membership of 55 families. As of September 2004, the funds available are $925.94. It was agreed that up to $350.00 would be allotted towards the purchase of a sign for the Rosemount gardens.


  • November General Meeting – Dick will look into booking OCI for the meeting
