
Regal Heights Resident’s Association Executive Meeting
Tuesday September 15, 2009, at Watts’ 57 Regal Road

- Heritage & History
Lane-naming in memory of John Brooks – a City poll has been completed with results unanimously in favour of naming the lane (north of Regal Rd. from Springmount to Northcliffe) in memory of Mr Brooks. It will go before Council for approval in October. The family’s preference for the name of the lane is “Clovis John Brooks”.
- Street Beautification
- Street-planters & special plantings – new planters have been added this year at: Winona & Davenport, Highview/ Oakwood and, at Glenholme / St. Clair. A donation of $75 specifically made for plants was used for new shrubs & plants in Springmount Gardens and Daffodil Hill.
- Daffodil Hill – John, Richard, Dick & Mike Hussey will do a site inspection on Sun Sept 20 at 3 pm. to plan for culling & pruning of trees on Sun Oct 18 at 10 am. Volunteers are needed for the planting of more daffodil bulbs and clean-up of the hill on Sun Oct 25th at 10am. Reminder notices will be sent out.
- Rosemount Gardens – John is continuing to water the gardens. John will also look into removing trash that has been left behind bushes at the far west end of the gardens.
- Springmount Gardens – the golden rod is taking over the gardens again. Dick and Florence have removed some. Anita has agreed to help finish the removal.
- Private front-yard maintenance – concern over unkempt yards can be submitted to Councillor Palacio’s office. An inspector will be sent out to inspect the property in question and an order to clean up can be issued.
- Public Steps maintenance & repair – a request to clean-up the Glenholme & Springmount steps and to repair a broken handrail at the Glenholme steps has been made to Councillor Palacio’s office and forwarded to Public Operations.
- Graffitti – Four Bell Tel. boxes with graffiti problems have been tentatively approved for being painted over with murals. Mike Foderick is working with art students to do the work, thanks to a grant from the Clean and Beautiful Fund.
- Planning / Zoning / Construction
- Mt Royal Parkette - When Amy learns from Mike Hindle of City Parks what plantings are being planned, her committee will plan for some supplementary planting. In the meantime, the parkette is being thoroughly enjoyed by residents. Sucker growth on the tree by the large boulder needs pruning. Students from Winona school are eating lunch in the parkette and leaving a mess behind them. Amy is trying to connect with the school to strike up some kind of initiative to get the students more involved with the parkette development.
- Mt Royal bump-out – plans approved by the Clean and Beautiful Program are being implemented; some paving stones have been stockpiled nearby, decorative stones have been arranged for, and the three planters will soon be moved to the parkette area.
- St. Clair ROW – David Keith reported that construction in the Regal Heights section of St. Clair is behind schedule. Councillor Palacio has been working hard to push the project forward. The expected time of completion in our area is now November.
- St. Clair Street Trees – Dick has been waiting for a final plan of tree locations for several weeks. Stephanie reported that Rajko will provide info on final tree locations soon. Between Oakwood and Winona, where the sidewalks are completed, Dick has found that provision has been made for only 18 of the 33 tentatively agreed tree locations. This is very disappointing.
- St. Clair Avenue Study - Official Plan & Zoning By-law Amendments are now required to implement the plans for intensification of development on St.Clair. These amendments will be considered by City Council on Sept. 30. Details of the plans are available at http://www.toronto.ca/legdocs/mmis/

- Communications
Bulletin Board / Information Board – Discussions took place regarding the difficulty of finding an appropriate location, the concerns over potential problems with graffiti, and the problems of managing the board. It was agreed to continue considering the idea. It is to be raised again at the Fall General Meeting to get a better sense of the residents’ level of interest.
- Special Events
- Street Party (Sat June 20th) – Congratulations to the organizers Karl Brown and Judy Adler on a wonderfully successful event.
- Street Sale (Sat June 27th) – a total of $148 was collected from the 74 participating households. After expenditures, $57 remains to be put towards next year’s sale. It was agreed that consideration should be given to possibly having the sale earlier next year.
- Canada Day Parade (Wed July 1st) –it was a great success with about 100 participants
- Carol Sing – this year it will be held on Friday December 18th in the Oakwood Parkette. David Keith volunteered to store the platform at 32 Biggar Ave. Florence will arrange for the Salvation Army Band. We will make a donation as in past years.
- RHRA Executive Meeting Schedule
As discussed at the last annual meeting we will try to hold four of the eight RHRA Executive meetings in a public location. Dick will discuss with Prinicipal Gonsalves the use of OCI for meetings in: November, January, March and May.
- Community Welcome’ Proposal
Beth and Harry have volunteered to put together and deliver a welcome to RHRA package to new residents and to start the program as soon as possible. Suggested items in the package might include: information on RHRA and our website address, BIA information, Library handouts, information from Councillor Palacio’s office, an invitation to join in RHRA events.
- Regal Heights Village BIA (RHVBIA) expansion
Congratulations to Sarah Lockett, Chair, on the successful expansion of the Regal Heights BIA. The official boundaries now extend along St.Clair from Westmount Ave to Oakwood Ave.
- Membership and Finances
- Membership – 48 families have renewed their memberships for the 2009-2010 season.
Additional memberships will be taken at the Fall General Meeting.

Stephanie reported that in order to start a resolution process, such complaints should be made by residents to Councillor Palacio’s office, 416-392-7011.
