Regal Heights Residents’ Association Meeting Minutes – Tuesday, October 19, 2004

Attendance: Jeri Brodie, Mike Foderick, Anita Kung, Peggy Lampotang, Harry Lay, Beth Marcilio, David Shanoff, Florence Watts, Dick Watts.

  1. Heritage & History
    1. Library murals – a reception was held at the Dufferin/St. Clair library on Tuesday September 28th at 7:30 pm to inaugurate the recently restored mural painted by George Reid. David Self and John Mc McCauley were congratulated and thanked for initiating and carrying the project through to completion. It was announced that the library will be looking into starting up a capital project soon, and further mural restoration may be incorporated in the budget. The lobby area of the library seems the most feasible location to consider next for restoration.


    2. Regal Road School portico – no communication has been received from the school architects regarding the school portico restoration.


    3. Update of history section of RHRA Website – thanks to David Raymont, for providing revisions and additions to the RHRA historical link, and to Art Dacks for mounting the information on the Website. This wonderful information would be a great resource for children doing projects about this area.


  2. Street Beautification
    1. Gardens & garden signs –thanks to Peggy L. for assisting Florence in finding a sign maker who is making a plaque, to explain the nature of the Rosemount gardens, to be installed on the wall above the rosette. The quoted cost is $180.00, a significant savings from the initial estimate. The City of Toronto has created an award for the best gardens in three different categories. This will be an annual event. Mike Foderick will notify us next year when nominations will be accepted. Two barrels from the corner of Oakwood and Highview have gone missing.


    2. Daffodil Hill – volunteers are being called to come out this Sunday October 24th at 10 am to help plant more bulbs on Daffodil Hill. Further to planting the daffodil bulbs, Florence is seeking donations of orange day lilies to include on the hill. If you have any to share, please bring them with you on Sunday or drop them off on the porch at the Watts’ residence at 57 Regal Rd. For those available to help with the planting on Sunday (perhaps one hour at most) bring a round-mouth shovel, garden gloves and sturdy shoes to climb the hill.


    3. Councillor Palacio tour –Councillor Palacio will be meeting Dick and others on Thursday October 21st at 10 am to do a walking tour through Regal Heights to review some concerns that we have addressed at the Regal Heights meetings. The tour will begin at the Watts’ residence; any extra community members interested in joining the tour are welcome.


    4. Litter receptacles – Mike Foderick is still in the process of having a litter receptacle installed by the bus stop at the northeast corner of Dufferin and Davenport. Normally requests, from residents or city councillors, to install a litter receptacle can be fulfilled within two to three weeks. In this case, it is taking longer to implement because the receptacle must be set into the edge of the hill.


    5. Graffiti – more volunteers are still needed to help keep our area clean of graffiti. Most graffiti can be fairly easily removed with lacquer thinner.


  3. St. Clair Transit Study
    The councillors have voted to go ahead with the proposed dedicated Right of Way for the TTC. The Environmental Assessment report is in the final stages of completion and is expected to go to the Ministry of Environment for their review shortly. Before approval is given, there will be a 60-day period when objections and complaints can be submitted. However, the design phase of the project has already begun. Councillor Palacio has requested that $13 million be set aside for streetscape improvements, beyond the repair of the TTC tracks. Council has granted this request. Public consultations will continue during the design stage. The firm Marshall, Macklin, Monaghan will continue to be involved in the project, together with the City.


  4. St. Clair West BIA, revitalization
    the St. Clair West BIA is working to extend its eastern boundary towards Winona Drive. Businesses will be polled soon, regarding their support.


  5. Schools
    1. Regal Road – Jeri Brodie has agreed to continue to be our representative on the School Council. She reported that there is a problem of dog waste left in the playgrounds, particularly the primary playground where small children are often kneeling in the sand. The caretaker is being extra vigilant to remove any excrement once noticed. However, everybody should try to be aware of dog owners who are not picking up after their animals. Animal control can help to enforce this if they are aware of those not complying. There will be the annual skating party at JJP sometime in January or February. Skate donations are being sought particularly in the larger sizes that could fit children in grades 5 or 6. A box for skate donations will be established in the school foyer come November 1st.


    2. Oakwood Collegiate – Linda DeGiorgio and Marilyn Shanoff have agreed to continue as our representatives on the Oakwood School Council.


  6. Special Events
    Carol Sing – will be held this year on Friday December 17th. Oakwood School Parkette has been confirmed as the location and the Salvation Army Band has been booked .


  7. Planning and Zoning
    1. Mount Royal Parkette planning – residents have contacted Councillor Palacio to request upgrades to the parkette. A draft concept plan is being prepared by Parks staff for discussion at a community meeting.


    2. Street signs – at the next City Council meeting, Councillor Palacio will request special street signs for Regal Heights. Mike Foderick or Councillor Palacio will speak this to at the general meeting in November.


    3. Rogers communications tower – some residents in the vicinity of the new tower near Davenport and Alberta are seeking to have the tower relocated.


    4. Regal Heights Bistro – the bistro is now open at Lauder and St.Clair. They hope to eventually obtain a patio license.


    5. Street renaming – City council has established criteria for the renaming of streets in Toronto with duplicate or triplicate names.     6. 41 Rosemount Ave – OMB hearing is set for Thursday November 18th.


    7. Tree by-law – a summary of the new tree by-law is available on the web at http://toronto.ca/trees/private_trees.htm.


    8. Zoning by-law project – the City is looking to consolidate zoning by-laws for 41 different parts of the amalgamated city into one by-law. They have requested a representative from RHRA to participate in the consultations. Anyone interested?


  8. Privacy Policy
    It was reviewed and accepted as read. This final edition will be posted on the RHRA Website.


  9. November General Meeting
    It is confirmed for Tuesday, November 16th at 7 pm at Oakwood Collegiate
