
Regal Heights Residents' Association Executive Meeting

- Heritage/ History
Clovis John Brooks Lane - the request for the lane naming is now scheduled to go before Council for approval in October.
- Street Beautification
- Daffodil Hill
i) Many thanks to Harry, James, Dick, Richard C, Brent, John Keating, Victor, Linda, Mike, Ivo, Florence and Anita who helped in the annual culling of the trees and cleaning up of litter from Daffodil Hill. This was the largest collection of debris ever collected. Thanks to Mike Hindle of Parks for having the debris taken away.
ii) planting of Daffodils - we have 300 daffodil bulbs to be planted at the corner of Dufferin and Davenport. Strong volunteers are needed for Sunday, October 25, 10 a.m.
- Rosemount Gardens irrigation system
i) This year we spent $20 to rent a water key to turn on the water for the gardens. The existing irrigation system is dysfunctional. John K has been requested to obtain an estimate for the repairs to the system. The water system should now be turned off for the winter.
ii) assistance is needed to help plant more bulbs in the Rosemount gardens. Please contact Marla Percy if available.
- Public steps maintenance & repair - the loose handrail at the bottom of the Glenholme steps has been secured with concrete. Regular cleaning of debris on the steps by the City would be appreciated.
- Graffitti
i) murals on Bell telephone boxes -mural samples circulated to Exec. members were not deemed appropriate. Alternatively, Stephanie will explore whether funds can be found for the installation of a water supply at Springmount Gardens or irrigation improvements at Rosemount Gardens.
ii) Daffodil Hill ramp - Stephanie to look into having the graffiti painted over.
- Planning/ Zoning/ Construction
- Mt Royal Parkette - Amy Bodman is continuing to try to connect with the City to get the planting plans in place. In the meantime, her committee has planted 75 daffodil bulbs in the parkette, and is doing some pruning. Councillor Palacio will meet with Kevin Bowser of the City to expedite planting plans.
- Mt. Royal bump-out renovation - due to the City strike, bump-out renovation is behind schedule. It is hoped that the planters can be removed and the boulders installed this fall. Amy has drafted a letter to be distributed to neighbouring residents keeping them informed of the bump-out plans.
- St. Clair Street Trees - the process to lobby for additional trees to be planted on St. Clair has not been very successful. To date, Dick still has not received requested tree-location plans from the City. Almost all the sidewalks have been replaced and about 66 tree locations can be counted. This is even less than what existed before construction began.
- St. Clair Avenue Study / Official plan & Zoning By-law amendments - are not yet official; the proposals will go before Community Council and City Council in November.
- Communications
Back-up arrangements for RHRA e-mail service - Peter has volunteered to be our back up. He is working with David Shanoff to make arrangements.
- Special Events
Carol Sing arrangements & facilities - Florence is co-ordinating arrangements. Brigid will be approached again to be the MC; Rosa will put in request for mounted police; refreshments will be served.
- RHRA Executive Meeting Schedule (September 2009 to May 2010)

Nov 17 - Fall General Mtg. in OCI cafeteria Apr 20 - in resident's home

- Police Report from Rosa Cordiano
The following subjects were discussed at the Oct.8 police mtg. at JJP Centre:
- The police will be rebuilding the Carlton Village school site over the next two years. Division 11 will move in upon completion. Division 11 & 13 boundaries will be redrawn at that time.
- A request for a crossing guard at Regal Road school should go through the school trustee. However, the benefit of a crossing guard is questionable as he/she would not be able to affect where the cars are stopping and causing traffic problems.
- The West District Crime Task Force has been set up by the police and 5 councillors. The two worst problem issues (i.e. crack houses, fake storefronts) will be targeted. Problem sites will only be known to the taskforce.
- Toronto Anti-Violence Strategy (TAVIS) has been effective in reducing crime in 13 Division.
- A new residents' association north of St. Clair called "Northcliffe Village Residents' Association" has been started. Door to door solicitation has yielded 50 members to date.
- Community Welcome project
Beth and Harry have put together a welcome package to be hand delivered to new residents to the area. Written information about the RHRA neighbourhood includes info from the Toronto library, Councillor's office, Avenue magazine. A welcome letter from RHRA is to be reviewed by the Executive as soon as possible.
- Garrison Creek Markers
Brass letters removed from two St. Clair intersections may no longer be appropriate for these locations due to the change in the sidewalk design. Disc shaped low-point markers have been removed from St. Clair at Lauder and near Alberta for sidewalk construction. RHRA will request Councillor Palacio to follow-up on the replacement of the markers and on repairs to low-point marker installations at three other nearby locations.
- Winona Drive School swimming pool
Winona pool is presently classified as a Tier 2 pool (i.e. slated for permanent closure on December 31st unless increased community-use permits can be assured). Permits cost $50/hr plus the cost of the lifeguard. Karl Brown is working with the school and David Crombie's group to find additional community support, and to get the pool re-classified as a Tier 1 pool (i.e. not closed ). Karl will be asked to give a presentation at the November General Meeting.
- Green Together (home greening/energy projects)
"Green Neighbours 21" is an organization that offers free service to help households understand the audit process & link them with contractors to do energy-saving projects. They will be holding an ecoenergy fair on Nov 1st at the Car Barns. Details can be found on www.mystclair.com . Peter Norman will invite them to set up a table and give a short presentation at our general meeting in November.
- Fall General Meeting -Tuesday, November 17th at 7.p.m.
This will be a regular monthly meeting with the addition of a couple of presenters - Karl Brown and "Green Neighbours 21". Some displays will be put up; Linda will do registration; Florence will co-ordinate refreshments; flyers will be posted on poles at intersections.

c) Policy- It was agreed that any donation to RHRA would be reviewed by the Executive at the following meeting to
determine how the donation is to be recorded in the financial and/or membership records of the Association.
- Other
- Glenholme-Lauder lane repairs - have not yet been done. Stephanie will follow up.
- Regal Road Schoolyard - TDSB has granted funds to build a retaining wall around the trees in the east side of the playground. Construction is scheduled for next spring.
- Fox & Fiddle noise complaint - Stephanie has spoken with the manager who said he will monitor the situation and try to keep the noise levels down.
- Snow removal in RHRA - Councillor Palacio is negotiating with the Works Dept. to upgrade the priority for snow removal in our area this winter.
- Complaints to MLS - two addresses in our community have been referred to Municipal Licensing and Standards officers for review of property maintenance. A follow-up call will be made to assess whether there has been compliance with the orders.
- Dead trees on Davenport - three street-trees in the commercial area appear to be dead. Stephanie will follow up re possible replacements.
- Global Climate Action Week - is coming up. Canada is not complying with the Kyoto Agreement. A nation-wide protest is being held this Saturday. The protest at Queen's park will be at 2 pm this Saturday.
