RHRA Executive Committee Meeting Tuesday October 18, 2011 At Lay’s, 2 Glenholme Avenue

  1. Street Beautification (Florence reported)
    1. Fall Clean-up and planting:
      1. Street Planters – evergreen boughs are sought to decorate the barrel planters over the winter. Donations of boughs can be dropped off on the front lawn of 57 Regal Rd.
      2. Springmount Gardens – bulbs have been received from the Parks and Trees Foundation, some of which will be planted in the Springmount Gardens.
      3. Rosemount Gardens Clean-up – Unfortunately only 4 volunteers turned out on October 16 to assist with the clean-up. More could have been accomplished with a few more volunteers. A neighbour has complained that the spirea bushes at the west end of the gardens obstructs street visibility when she backs out of her driveway. During the clean-up, we relocated one of the bushes in question. A second bush was pruned back heavily so as not to obstruct street visibility ... low perennials will be planted in the available spaces.
      4. Daffodil Hill – Clean-up is planned for Sunday October 30th at 11am. Plans are to trim the lower bushes, remove litter, and furniture from the hill. A group of local hockey players have offered to be of assistance. Mike will arrange for the garbage to be picked up from the sidewalk on Davenport at the bottom of the hill. No additional bulbs will be planted this year.
    2. Tour of gardens with Karinthia Battig, local Parks Supervisor – no date has been established yet for the tour.
    3. Graffiti – a number of locations have been cleaned of graffiti including the NE corner of St. Clair and Robina. A new volunteer has come forward to keep two grey Canada Post relay boxes clear of graffiti. A notice of violation has been served on the owner at the NW corner of Davenport and Alberta to have graffiti on his premises removed.

  2. Planning, Zoning, Construction
    1. Mt. Royal Bump-out (disposition of City Beautiful funds held in trust) – Mike reported that the unused funds could be put towards another project in Regal Heights over the next year. A brief report of proposed use should be forwarded to the City Beautiful Department. Florence will liaise with Julie Mah to discuss possible use of the remaining funds for additional work on the Bump-out, eg. replacement of the Red Bud tree. Other potential projects include: putting in a water supply in the Rosemount gardens. Further ideas for use of funds can be discussed at the November general meeting.
    2. Information Kiosk and Garden Sculptures on Rosemount Avenue . ( Brigid reported)
      1. Kiosk – cobblestones have been laid at the base of the kiosk. The long bolts protruding from the base still need to be addressed and some touch-up painting needs to be done.
      2. Sculptures – the bases for the sculptures have been installed by the City. The artist has not yet completed work on the sculptures.
    3. Northcliffe Parkette Redevelopment Project Schedule – Mike reported that required soil tests and all other technical reports have been have been completed. Date for the public review of the design is still to be determined.
    4. Condition of 16 Lauder Ave – Brigid reported that Alister Thomas of Municipal Licensing and Standards Department (MLS) has been actively co-ordinating efforts to repair the dilapidated structure and neglected gardens. The owner will be charged for the work done. Mike has asked Brigid to send copies to Councillor Palacio of any communications between her, MLS and the fire department.

  3. Police Community Partnership, October 13 meeting (Rosa reported)
    - The next police meetings will be held at St. Clare School at 7pm on November 3rd and December 1st.
    - Complaints about methadone clinic users in the neighbourhood are being addressed by Councillor Palacio’s office. Discussions are in progress to change some methods of operation of the clinics.
    - The police have received complaints of firecrackers being thrown on the Loretto College school grounds during the evenings of long-weekends. The police plan to increase their presence in the area during the offending time periods.
    - police will be present at the Oakwood Village Fall Community Fair at Laughlin park (located between Winona and Atlas Ave) on Sunday October 23rd. Further information can be found at www.facebook.com/5pointscommunity


  4. Community Welcome Project
    Harry reported that about 40 packages have been distributed since the Annual Meeting in May 2010; and that a letter of welcome from our local MP has recently been added to the package.

  6. Mandate of RHRA for City of Toronto Data Base
    Dick read out a first draft the RHRA mandate to be submitted to the City Clerk. Dick will continue to finalize the draft with John and Ghislaine.

  7. Membership & Finances
    1. Membership – presently there are 45 families registered. Additional memberships will be sold at the Fall General Meeting at OCI, Nov.15; $10 per famly.

  8. Fall General Meeting, Tuesday November 15, 6:50 pm at OCI Cafeteria
    Dick to make flyers to be posted at street intersections Harry to co-ordinate the distribution of flyers for posting. Volunteers to post: Brent (Glenholme), Brigid (Lauder), Anita ( Springmount), Rosa ( Alberta & Winona), Harry ( Northcliffe), Ghislaine Westmount). Displays to be organised by Dick and Harry. LEAF brochures will be available among the displays;
    Registration table – Linda;
    Refreshments – Florence and Ghislaine to organize coffee, Brent to bring cookies, Marie to bring milk.

  9. Other
    1. On-line Forum Proposal – Dick reported briefly on a proposal from Natalie Zend who would like to establish an on-line forum that could be "linked with RHRA and its website". The executive agreed that Natalie would have to present her proposal to an RHRA executive meeting so it can be discussed and voted on by the executive. Extensive information is available at Google/Front Porch Forum.
    2. Rooming Houses at 1723 & 1725 Dufferin St. – a hearing for this issue will be held at Joseph Piccinini Centre on November 22nd.
    3. Walkabout to Finalize Location Details for Garrison Creek Markers – City staff, Kristina Reinders (Urban Design), and John Farace (construction inspector) will join Dick on Thursday October 20th at 11am to finalize the locations of markers to be repaired or replaced. Installation is expected be completed within two weeks of the walkabout.
    4. Permit for Carol Sing, Friday December 16th – Florence reported that permission has been obtained to use an OCI kitchen to heat the hot chocolate.
    5. St. Clair ROW deficiencies – repair of deficiencies in the ROW will begin on October 23rd.
    6. Burnt-out Street lights – please call Toronto Hydro at 416.542.3195 to report burnt out street lights. They will want to know the pole number or an address where the pole light is out.
